The pre-tax construction value stands at €1,645,001.61, with the total budget rising to just over €1.76 million once IGIC taxes are applied. Mayor José Juan Cruz and urban planning councillor Ulpiano Calero have described the project as a "key intervention" in one of the most heavily used areas of the municipality, and the works form part of the wider modernisation programme that has been gradually transforming Puerto del Carmen since 2019.
A Pedestrian and Cycling Route Along the Full Length
The tender documentation sets out a comprehensive rehabilitation rather than a surface-level resurfacing. Calle Noruega will receive new and wider pavements along its full length, a dedicated cycling infrastructure connecting through to Avenida de las Playas, and full compliance with the accessibility requirements set out in the Plan General de Ordenación Urbana de Tías. Improved street lighting, upgraded road safety features, new pedestrian crossings and general urban improvements complete the surface-level scope of the works.
Below ground, the project includes complete renewal of the underground infrastructure running along the road, along with the installation of a new irrigation network and tree pits fitted with new trees along the length of the intervention. The combination of surface and subterranean works explains both the budget and the 12-month timeline, which is significantly longer than a straightforward pavement replacement would require.
Why Calle Noruega Matters to Puerto del Carmen
Calle Noruega is one of the primary access routes into the Playa de los Pocillos area of Puerto del Carmen, linking the residential and commercial zones inland with the main resort seafront along Avenida de las Playas. The road passes close to the Costa Luz Shopping Center and connects to hotel and apartment complexes that serve some of the most heavily trafficked stretches of the resort. Thousands of residents, workers and visitors use the corridor every day, particularly during the summer months when foot traffic between the residential areas and the beach reaches its annual peak.
The current condition of the road reflects decades of use without significant intervention. Narrow pavements, an inconsistent surface, limited accessibility for wheelchair users and families with pushchairs, and no dedicated cycling provision have all been raised as concerns by residents and business owners in recent years. The €1.76 million project is designed to bring the road up to the standards that the rest of Puerto del Carmen's modernisation programme has been applying elsewhere.
Part of a Wider Modernisation Programme
The Calle Noruega works fit into a broader long-running effort to transform Puerto del Carmen's urban infrastructure. The Ayuntamiento de Tías first tendered major upgrades to the Avenida de las Playas back in 2019, including significant sections between Calle Noruega and Avenida de Italia at a cost of over €1.5 million, and further remodelling between Los Pocillos and Matagorda at €2.1 million. The current Calle Noruega intervention picks up where earlier phases left off and continues the transformation of the resort's main road network.
The overall approach across all of these projects has been consistent. Existing car-dominated infrastructure is being replaced with layouts that prioritise pedestrian movement, cycling and accessibility, alongside upgraded green spaces, landscaping and modernised underground services. The intent is to bring Puerto del Carmen's public spaces up to the standard expected of a leading European resort while supporting the shift towards more sustainable transport patterns that visitors and residents increasingly expect.
What Residents and Visitors Can Expect During the Works
The 12-month execution period means that construction on Calle Noruega will run into a significant portion of the peak summer season, with temporary disruption inevitable during that time. Sections of the road are likely to be closed to vehicle traffic during the more intensive phases of the works, with alternative access routes and diversions established as needed. Pedestrian access to the businesses along the route is expected to be maintained throughout, although the routes and surfaces may vary as works progress.
For residents and business owners along the affected stretch, the Town Council has previously indicated that consultation with the local community will form part of the project delivery. For visitors staying in the Playa de los Pocillos area during the construction period, the practical advice will be to allow slightly longer for walking journeys along the corridor and to expect some noise and dust during working hours.
Backed by €1.76 Million in EU Regional Development Funding
The financing of the project comes from the European Regional Development Fund (FEDER), which continues to be one of the most important sources of infrastructure funding for the Canary Islands as one of the EU's outermost regions. The FEDER framework provides substantial co-financing for regional development projects, with the Canary Islands 2021 to 2027 programme actively supporting municipal-level improvements to public infrastructure, sustainability and accessibility.
The scale of the funding available through FEDER has enabled Tías and other Lanzarote municipalities to plan ambitious upgrades that would be difficult to finance from local budgets alone. The Calle Noruega project is one of several ongoing infrastructure investments benefiting from the European framework, alongside recently announced works elsewhere in Puerto del Carmen and across the wider municipality.
A Longer-Term Transformation of Puerto del Carmen
The Calle Noruega investment adds another chapter to what has now become the most significant modernisation programme in Puerto del Carmen's 60-year history as a tourism resort. The 2026 St Patrick's Festival earlier this year officially marked the resort's 60th anniversary, and the ongoing works along the seafront, in the arrival zones and now along the connecting streets like Calle Noruega represent a serious effort to prepare the resort for the next generation of visitors.
The combination of pedestrian priority, cycling infrastructure, improved accessibility and landscaping in the new project fits with the wider direction of tourism thinking on the island. Lanzarote's Cabildo has consistently prioritised what president Oswaldo Betancort has described as "contained growth", with the emphasis on higher-value visitors, sustainability and quality experiences rather than volume. Better public spaces, safer streets and infrastructure that supports walking and cycling all align with that direction.
The 4 August Deadline
The formal deadline for bids from interested construction companies is 4 August 2026. The tender is being processed through the open procedure under Spanish public procurement law and has been published on the Plataforma de Contratación del Sector Público. Once the contract is awarded and formalised, the 12-month execution clock begins, which puts realistic completion into the second half of 2027.
For anyone planning trips to Puerto del Carmen during the construction period, the practical impact will be moderate rather than severe. The resort's beaches, restaurants, bars and other attractions will operate normally throughout, and the works will be concentrated on a specific corridor rather than affecting the wider area. Once the project is complete, Calle Noruega will offer one of the best-connected, most accessible pedestrian and cycling routes in the resort.
